CWELCC and child care subsidies

A family’s bill can be lower than the program’s full tuition because more than one payer covers the cost. Two arrangements you may see are a CWELCC fee reduction and a child-specific subsidy.

CWELCC stands for Canada-wide Early Learning and Child Care, the program behind fee reductions at participating child care programs.

This guide explains how AmalynCare uses the settings recorded by your program. Your funding agreement and local agency determine eligibility and approved amounts.

CWELCC changes the parent’s starting share

For a program using the Ontario CWELCC daily-cap fee policy, AmalynCare starts with the day’s tuition and works out the parent share under that policy. The remaining amount is assigned to the public funding payer.

The Tuition Fee Policy names the funding payer and contains the parent daily cap used in the calculation. The program’s tuition schedule identifies the fee policy that applies to those rates.

A subsidy can reduce the family share further

A subsidy authorization belongs to a child’s enrollment. It identifies the agency, approved daily amount and dates of coverage. It can also specify covered weekdays and exceptions for particular dates.

AmalynCare applies eligible subsidy to the parent’s share after the fee-policy reduction. This keeps the two sources of help distinct.

Maya’s example daily tuition is $58. The example fee policy leaves a $22 parent share. Her subsidy covers $8 of that share on an eligible day.

The amounts assigned to the public payer, subsidy agency and family add up to the full tuition. The parent invoice only needs to bill the family’s part.

A daily subsidy is not a pot of money spread freely across the month. The day must fall within the authorization and its coverage rules.

If an authorization covers Monday, Wednesday and Friday, it should not be used to reduce a Tuesday charge. An unused amount from one day does not automatically move to another. Subsidy also cannot reduce the parent’s share below zero.

Check the child’s care schedule and subsidy coverage together. A new attendance day does not, by itself, mean the agency has approved funding for that day.

The funding payer directory identifies public programs and subsidy agencies. Each site also records which subsidy agencies it accepts. Choose the approved agency when setting up the enrollment.

Continue to set up enrollment billing for the child’s details. If approval changes for dates that have already been billed, use correct a subsidy after billing to understand the next steps.
